Doktor socjologii, nauczyciel akademicki, ekspert, polityk i działacz społeczny.

W latach 1990-1998 Burmistrz Cieszyna, współzałożyciel Euroregionu Śląsk Cieszyński-Tesinske Slezsko. W latach 1993-1998 wiceprezes Związku Miast Polskich odpowiedzialny za kontakty z europejskimi organizacjami samorządowymi. Wiceprzewodniczący Rady Gmin i Regionów Europy w latach 1995-2001. Przewodniczący polskiej delegacji do Kongresu Władz Lokalnych i Regionalnych Rady Europy w latach 1990-1998. W latach 1998-2002 Marszałek Województwa Śląskiego i inicjator Konwentu Marszałków. W latach 2002-2004 Członek Zarządu Zgromadzenia Regionów Europy oraz Rady Polityki Regionalnej Państwa.

Od 1979 wykładowca na Uniwersytecie Śląskim, potem na Akademii Techniczno-Humanistycznej w Bielsku-Białej, Akademii Ekonomicznej w Katowicach oraz Uniwersytecie Jagiellońskim.

Born on 21 September 1952 in Rybnik (Poland). Doctor of Sociology. Lecturer, expert, politician and social activist.

Between 1990 and 1998 Mayor of Cieszyn, founder member of the Euroregion Śląsk Cieszyński – Tesinske Slezko. In 1993-1998 Vice-Chairman of the Association of Polish Cities responsible for contacts with European local and regional government organisations. Vice-Chairman of the Council of European Municipalities and Regions from 1995 to 2001. Chairman of the Polish delegation to the Congress of Local and Regional Authorities of the Council of Europe in 1990-1998. Between 1998 and 2002 Marshal of Silesian Voivodeship. Founder member of the Marshals’ Convent of Poland. In 2000-2004 Member of the Management Board of the Assembly of European Regions and Member of the National Council for Regional Policy.

Since 1979 lecturer at the University of Silesia in Katowice, then at the University of Bielsko-Biala, University of Economics in Katowice and Jagiellonian University in Cracow.

Skarbnik i wiceprzewodniczący Europejskiej Partii Ludowej, odpowiedzialny za dialog międzykulturowy i międzyreligijny. W latach 2004-2009 wiceprzewodniczący Komisji Rozwoju Regionalnego, sprawozdawca Parlamentu w sprawie Europejskiego Ugrupowania Współpracy Terytorialnej. W kadencji 2009-2014 członek Komisji Rozwoju Regionalnego, Komisji ds. Budżetu, Komisji ds. Kontroli Budżetowej, oraz wiceprzewodniczący specjalnej Komisji ds. Wyzwań Politycznych. Sprawozdawca Parlamentu w sprawie Europejskiego Funduszu Rozwoju Regionalnego. Członek Delegacji Parlamentu Europejskiego do spraw stosunków z Bośnią, Hercegowiną, Serbią, Czarnogórą i Kosowem oraz członek Delegacji do spraw stosunków ze Stanami Zjednoczonymi.

Since 2004, Member of the European Parliament on behalf of Civic Platform (Group of European People’s Party at the European Parliament). Vice-Chairman of the Committee on Regional Development in the years 2004-2009 and European Parliament rapporteur on the European Grouping of Territorial Cooperation. For the period 2009-2014, member of the Parliamentary Committees: Regional Development, Budget and Budgetary Control; Vice-Chairman of the special, temporary committee on the policy challenges and budgetary resources for a sustainable European Union after 2013. European Parliament’s rapporteur for the European Regional Development Fund general regulation. Member of the Delegation for relations with Albania, Bosnia and Herzegovina, Serbia, Montenegro and Kosovo. Also member of the Delegation for relations with the United States.

W obecnej, dziewiątej kadencji Parlamentu Europejskiego (2019-2024), Jan Olbrycht sprawuje funkcję członka komisji ds. budżetu, członka – zastępcy w komisji ds. rozwoju regionalnego i komisji ds. kontroli budżetowej. Ponadto, Jan Olbrycht jest wicekoordynatorem w komisji ds. budżetu z ramienia Europejskiej Partii Ludowej (EPL/EPP) oraz stałym sprawozdawcą Parlamentu Europejskiego do spraw wieloletnich ram finansowych (WRF/ MFF).

Podobnie jak w zeszłej kadencji (2014-2019) Jan Olbrycht jest współprzewodniczącym grupy roboczej Europejskiej Partii Ludowej ds. dialogu międzykulturowego i religijnego oraz przewodniczącym Intergrupy URBAN, która działa w Parlamencie nieprzerwanie od 2005 roku.

W kadencji 2019- 2024, Jan Olbrycht jest członkiem Delegacji do spraw stosunków z Kanadą oraz członkiem zastępcą w Delegacji do Wspólnej Komisji Parlamentarnej UE-Macedonia Północna.

Jan Olbrycht jest także wiceprzewodniczącym Grupy Europejskiej Partii Ludowej w Parlamencie Europejskim.

In the current, ninth term of the European Parliament (2019-2024), Jan Olbrycht acts as a member of the Committee on Budgets, a substitue – member of the Committee on Regional Development and of the Commitee on Budgetary Control. In addition, Jan Olbrycht is the vice-coordinator in the Committee on Budgets on behalf of the European People’s Party (EPP) and the European Parliament’s standing rapporteur on the Multiannual Financial Framework.

As in the last term (2014-2019), Jan Olbrycht is co-chairman of the European People’s Party working group on Intercultural and Religious Dialogu and a President of the URBAN Intergroup, which has been active in Parliament continuously since 2005.

In term 2019 – 2024, Jan Olbrycht is a member of the Delegation for relations with Canada and a member subsitute of the Delegation to the EU-North Macedonia Joint Parliamentary Committee.

In the current term Jan Olbrycht acts as a Vice-Chairman of the European People Party Group in the EP.

Współprzewodniczacy grupy roboczej Europejskiej Partii Ludowej ds. dialogu międzykulturowego i międzyreligijnego. Członek delegacji do spraw stosunków z państwami Azji Południowo-Wschodniej i Stowarzyszeniem Państw Azji Południowo-Wschodniej (ASEAN) oraz delegacji do Parlamentarnego Komitetu Stabilizacji i Stowarzyszenia UE-Czarnogóra.

Zaangażowany w działania Parlamentu Europejskiego w ramach europejskiego dialogu z kościołami. Od 2015 roku przewodniczący grupy roboczej ds. dialogu międzykulturowego i międzyreligijnego w ramach Grupy Europejskiej Partii Ludowej w Parlamencie Europejskim. Członek Zarządu Fundacji Roberta Schumana dla rozwoju współpracy pomiędzy chrześcijańskimi demokratami w Europie oraz Przewodniczący grupy roboczej „Wartości i wolności” Sieci Idei Europejskich, która jest think tankiem Europejskiej Partii Ludowej.

Committed to the work of the European Parliament to promote dialogue with churches, he was Vice-Chairman of the European People Party Group responsible for intercultural dialogue and religious affairs. Since 2015, chair of the EPP Working Group on Intercultural Dialogue and Religious Affairs at the European Parliament. Chair of the working group „Values and Liberties” in the framework of the European People’s Party think tank European Ideas Network. Member of the Board of the Robert Schuman Foundation for closer cooperation between Christian Democrats in Europe.

Współzałożyciel i przewodniczący parlamentarnej Intergrupy URBAN, zrzeszającej polityków, interesariuszy oraz osoby cywilne zainteresowane tematyką miejską. To obecnie jedna z 28 intergrup działających w Parlamencie Europejskim, skupia ponad 100 partnerów i 86 europosłów.

Founder, member and the President of the URBAN Intergroup in the European Parliament gathering politicians, stakeholders and cilivians interested in urban issues. Currently, URBAN Intergroup is one of 28 active intergroups and regroup more than 100 partners and 86 MEPs.

Odznaczony Krzyżem Kawalerskim Orderu Odrodzenia Polski w 2000 roku i orderem National du Mérite Francji w 2002. Laureat Europejskiej Nagrody Cesarza Maksymiliana za wkład w tworzenie polityki lokalnej i regionalnej w Europie w 2005. Ponadto uhonorowany nagrodą The Parliament Magazine „Europoseł Roku 2007″ w kategorii polityka regionalna oraz „Europoseł Roku 2013″ w kategorii zrównoważone środowisko zurbanizowane, a także nagrodą rządu węgierskiego im. Istvána Pálfi za szczególne zasługi w rozwoju współpracy regionalnej.

Awarded Knight Cross of the Order of Polonia Restituta in 2000, National Order of Merit (France) in 2002 and winner of the European Prize of Emperor Maximilian for the impact on local and regional policy development in Europe in 2005. MEP of the year 2007 in the field of regional policy and MEP of the year 2013 in the field of sustainable built environment – Parliament Magazine’s MEP Awards. For outstanding work for regional cross-border cooperation honoured by Hungarian Government in 2010 – Pàlfi István Award.
